Yes, it is indeed Chamina Vaas - which was the last one I got. In fact, he was well down the list!
Of the near misses:
Kumble had 2,506 runs and 619 wickets
Kallis has over 10,000 runs but "only" 258 wickets
Jayasuriya didn't bowl that much in Tests - 98 wickets
Sobers had 8,032 runs but 235 wickets
My first thought was Wasim Akram, but he just missed it with 414 wickets and 2,898 runs
